According to statistics, from January to July this year, Shenzhen Customs issued 2,400 RCEP certificates of origin for textile and garment export enterprises in the customs area, involving a value of 99.847 million yuan.
Since this year, Shenzhen Customs has focused on key industries to optimize origin management services and made every effort to promote the implementation of RCEP policies. “This year, we have achieved zero breakthrough in exporting clothes to the Japanese market by using the RCEP certificate of origin.” Ms. Jiang from Shenzhen Huasi Enterprise Co., Ltd. said. According to the RECP agreement, the company’s tax rate on products exported to Japan has been reduced from 16% to 8.2%, which is a significant benefit. This will greatly help increase product pricing power and enhance market competitiveness.
The relevant person in charge of the Shenzhen Customs Tariff Department introduced that my country’s textile and garment industry is currently in a critical period of transformation and upgrading. The rise in labor costs has led to the relocation of processing and production links. If enterprises can reasonably make full use of the preferential policies of RCEP , which has positive significance for reducing tariff costs in the textile and apparel industry, stimulating the development potential of the textile and apparel industry, and optimizing low-end production and upstream design layout in the region.
To this end, Shenzhen Customs has extensively carried out RCEP tariff concessions and rules of origin for textile and garment enterprises in the jurisdiction through a combination of “online + offline”, on-site service window guidance, scan code query and answer, etc. and other policy publicity; based on the actual needs of enterprises, the customs printed a list of Japanese tax reductions for the textile and clothing industry and sent them to companies exporting to Japan in a targeted manner to help them understand the RCEP policy and enjoy the benefits.
Shenzhen Customs vigorously promotes intelligent auditing and self-service printing of RCEP certificates of origin to further improve audit efficiency. Together with the Shenzhen Municipal Bureau of Commerce, the Municipal Council for the Promotion of International Trade, the Municipal Bureau of Justice, and the Shenzhen Court of International Arbitration, the Shenzhen RCEP Service Center will be built to better serve textile and garment enterprises by relying on the service center entities.
