At Qihong Textile located in Haian Development Zone, a variety of patented fabrics independently developed by the company have become best-selling overseas products in the midsummer season. With these “creations” of Qihong, the company has firmly established itself as the market leader in the field of warp knitted velvet fabrics, with taxable sales exceeding 400 million yuan last year. Because of its excellent comprehensive performance evaluation of economic benefits, independent innovation, green and low-carbon, and intelligent manufacturing, the company also received a 50% discount on industrial water, steam and other expenses from the park. Just 10 years ago, this textile company in its “hometown” Changshu was still worried about where its production capacity was going.
In 2012, Haian cooperated with Changshu across the river to build a “Park in the District” in Haian Development Zone, and introduced the first batch of 10 companies to build Chang’an Modern Textile Technology Park. At the beginning of the establishment of the park, Chang’an Textile Park set three “red lines” – “Simple dyeing and finishing, old equipment, and leakage are strictly prohibited.” Adhere to environmental protection thresholds and adhere to investment promotion and investment selection. In the past 10 years, the park has introduced a total of 36 companies, and now more than half of them have been put into production.
For enterprises entering the park, the local government has taken the Jiangsu Province Industrial Park Ecological Environment Policy Integrated Reform Pilot as a starting point to establish an environmentally friendly intelligent monitoring platform, promote pollutant emission limit management, and achieve “total upper limit, differential distribute”. Conduct comprehensive performance evaluations for enterprises and implement differentiated financial support, land use guarantees, financial and tax incentives and other policies. Last year, textile enterprises in the park achieved invoice sales of nearly 5 billion yuan, realizing a high-end transformation of the entire textile industry chain from dyeing and finishing to weaving, printing and dyeing, finishing, and finished products. According to the plan, sales of 50 billion yuan will be achieved after the park is fully completed and put into operation.
“Growing pains” also exist in the process of cities “getting bigger”. With the expansion of the urban area of Hai’an, the “delta” originally used as a landfill and located in the northeast corner of the urban area of Hai’an seems incompatible with the urban environment. With the goal of building an ecological and livable city, Hai’an invested 120 million yuan to implement the Dongzhou Park project here, allowing citizens to get close to the beauty of nature without leaving the city, and to enjoy the joy of forests and springs while living in a busy city.
Rebuilding green waters and green mountains from “ecological burden” into “green oxygen bar”
Ten years of trees, now the green coverage rate of Dongzhou Park exceeds 90%, becoming the “green lung” of Hai’an City ” and an “Internet celebrity” park loved by citizens. In midsummer, the park is filled with lush trees and the fragrance of lotus flowers. In the morning and evening, many people come to check in.
Ecological priority is deeply rooted in the hearts of the people, and green development is resounding. Over the past ten years, Haian’s ecological civilization construction has achieved remarkable results. Energy consumption per unit of GDP has dropped by more than half compared with the end of 2012; the ratio of days with good air quality has increased from less than 70% to 84%. The proportion of sections exceeding the municipal standard of Grade III has been increased from zero to 100%, and water bodies of inferior Grade V have been completely eliminated. The green coverage rate of built-up areas reached 44.4%, an increase of about 5 percentage points in ten years.
Green development solves “growing pains”
